After years of perpetual absence from most all District meetings and Local 150 functions Bill Dugan decides to harass

and threaten the union constituency of District 5 for exercising their Democratic Union freedoms. After he claims he lost control

of the District 5 meeting on September 21 Bill Dugan decided to throw more of your union money into a mailing to

chastise members for expressing their freedom of speech. In a mailing to all District 5 members he blames a disruptive

few for not allowing his dog and pony show to go forward, what he failed to say to the members who were not

present is that the 300 members that were present, were of one accord in their disgust for the dog and pony show put

on by the Dugan circus, and it was the membership that felt empowered to express their feelings. After 11 long years

Bill Dugan attends a meeting in district 5 with 20 people and expects the members to kiss his ... Where have you been Bill,

herding Buffalo?  Being a big shot International VP  for an extra $80,000+ a year and free health care for life? Or helping

the International shove agreements down our throats, i.e. NMA, GPA, Remediation Agreement, National Pipeline Agreement,

agreements that subvert our hard negotiated local collective bargaining agreements?

This Local deserves a full time president not an absentee landlord.
